What are the legalities of this photography contract?

Two of the biggest photographers in our area were up for a photography contract with our school - all events including sports, grand march, and prom. The less favorable one who has had the contract for countless years won, and as part of the contract, the other man is no longer allowed to shoot any of the events as he did last year. Even though he was not the chosen photographer, this man shot all events and posted better quality pictures before the other studio did - often a week or two before! Last year, almost half of the senior class went to his business for senior pictures. When this contract came up, many students and parents were hoping for a turn for the better and instead, we are now going to be receiving second-rate photography all around. Is this contract legal? I go to a public school by the way. Thank you in advance!
