What does this mean? 40weeks today!?

I went to the hosp last night due to mild pre eclampsia, had an internal exam done and the doctor said "its not favourable" (to induce) does that mean Im not dialated at all? - after all the raspberry leaf tea, blue cohosh etc things I have taken I thought Id atleast be "on my way" as such! .... I am now home playing the good old waiting game!! .. still confused though?!
