Can anybody tell me if this trade school is deceptive or fraudulent manner?

Schooll tuition if pay cash 3000. Students had FAFSA in this trade school granted between 5000 to 10000. School took everything with explanation is that just they way it is. Take it or leave it . Students didn't get any fund back at all. Most of student are immigrant who do not speak English or no English. I think the school took advantage of them. If it's not legal how can I report this school ? Thanks . I witness someone who doesn't speak English compliant to the school that they fake that person initial in the financial aid paper work and the principal just laugh at that person.
