Does my floor really need leveling compound?

My floor looks very flat to the eye. I know that the eye can be deceptive so I put a level on the ground and there are slight dips in 2 or 3 places. the edge of the bubble touched the line. Do I still have to use leveling compound and if yes do I need to seal the compound before tiling. :)
