What has Israel achieved by not transferring the Palestinian money?

Because Hamas can't be trusted or underestimated. People are brushing them off as now simply a part of Fatah. Well underestimation hasn't worked before, remember the elections a few years back? No one thought Hamas would win, yet they won by a landslide and dictated their power over Fatah. The same can happen in the West bank. Fatah may have become more moderate but Hamas is still Hamas, A terrorist genocidal organization.
